The report jointly compiled by the Law and Society Trust, the Civil Monitoring Commission and the Free Media Movement on details of the civilians either killed or reported missing is rather startling. At least 547 civilians have been killed and 396 have disappeared.

According to the statistics, 70.7% of the civilian killed are Tamils, 9.1% Sinhalese and 5.9 % Muslims.

According to the report Jaffna is the worst affected district with the highest number of killings and abductions. The total number of killings in Jaffna alone is 23.2 % of the total cases.

The next comes the Batticaloa district, where the killings were 21.5%. Next comes Vavuniya with 21.3% killings.

The disappearances account for 49.5 % in the Jaffna peninsula. Tamils suffer disproportionately in terms of abductions. It is 64.6 % when compared with 3% Sinhalese and 3 % Muslims, though the ethnicity of all victims has not been verified.

Whether we view it on the basis of ethnicity or on the basis of regions, it is the Tamil people and the Tamil areas that are affected most. Therefore this report exposes the violence committed against the Tamil people.

Meanwhile, Asian Human Rights Center based in Hong Kong has stated that Sri Lanka is ranked first among the Asian countries where governments directly or indirectly abet.

It is explicit that the government has failed to take appropriate measures either to prevent those atrocities or to bring the culprits to book. On the other hand, the offenders some move freely with impunity without any proceedings against them. The government is also accused of encouraging the perpetrators of violence, when there are no proper investigations initiated by the authorities or when they are made to believe that they would not be dealt with under the law.

This is a humanitarian problem to which the international community should address its mind to.
