The
donor countries have agreed at the Forum in Galle to grant $4.5 million
(American) for the development of Sri Lanka. This financial assistance
is for the development of the country for a period ranging from 3-10
years.
It
is also reported that there is a likelihood of receiving more financial
aid for long term development. As usual, it is given without any
conditions.
The
areas such as North, East and Uva are in a very backward condition as
far as development is concerned. Particularly large areas in the North
–East are neglected due to the war situation. They are deprived of
personnel. They are denied necessary resources. As this area remains
undeveloped and as it is in a state of stagnation, there is inequality
between these areas and the rest of the country.
International
non governmental organizations come forward to serve for the
development of such backward areas. Donor countries are granting
financial aids in the hope that such areas which are badly affected or
which are backward will be developed. But, in reality, the development
of those areas is unfortunately not ensured.
As
a result of the Tsunami, many areas in the North-East were badly
affected but it is a misfortune that no efforts were made to rebuild
those areas or to rehabilitate the victims of Tsunami n the North-East.
It
must be pointed out that people in these areas face wide range of
problems in regard to employment, production and marketing of their
products. They also face calamities of a civil war.
In order to develop
the North-East, there must be normalcy. To bring normalcy, we must find
peace. Then only the financial assistance by donor countries can be
utilized meaningfully for the development of the country as envisaged
by the donors.
