Participants with a charitable disposition felt that de Silva’s outburst, made at the Colombo International Congress on AIDS in Asia and the Pacific ICAAP's closing ceremony on Aug 23,However, de Silva’s fulminations were only the latest from a ranking member of Rajapakse’s government that regularly lashes out at foreigners and at supposed foreign interference in the domestic government is now under in the last 20 months. Concern over serious human rights abuses by the army and the paramilitary that supports it has resulted in Britain suspending in May aid worth several million dollars creasing international pressure to investigate excesses by its army over.

A thousand years of civilisation has not taught the Sri Lankan leaders how to behave and act like a civilized society. When all the so called uncivilized nations in the eyes of Sri Lanka are making headway and climbing the ladder of success bringing progress and prosperity to their people, the so called civilized Sri Lanka is begging from the west for aid and hand outs. Looking at the crimes and atrocities they had commited on the people of the North and East, one wonders whether the Sri Lankan leadership equates barbarianism to civilization.
