Sri Lanka: LTTE was complying with SLN rules?

The Sri Lankan military that recently captured the southern Mannar costal village of Silavathurai has published details of weapons and equipment it was able to capture. Apart from two assault rifles and a couple of hundreds ammunitions to go with them, the only other significant find for the military have been 25 boats and a same number of 25Horse Power boat engines. According to the military, the boats and the engines were the property of the Liberation Tigers of Tamil Eelam (LTTE) naval wing the Sea Tigers.

However, Silavathurai is a costal fishing village that was until the Sri Lankan offensive, home to more than a 1000 people of whom most were fisher families.

The boats recovered by the military are exactly the same as those used by the fishermen. Even more shockingly, 25Horse Power is the limit set by the Sri Lanka Navy (SLN) on what fishermen can go to sea with.

If caught by the SLN at mid-sea, those with higher horse power engines are accused of being members of the LTTE. Analysts say that the LTTE does use far higher horse power to be able to out manoeuvre the SLN boats.

They say that the fact that 25 boats were found with an engine each, _that also complies with SLN regulations suggest that these are most likely to be boats belonging to the fishermen.

However, the Sri Lankan defence ministry insists that fishermen in Silavathurai never used boats and that all that they have found in the village belong to the LTTE.
