The Sri Lankan Defence Ministry has recently instructed the military not to allow civilians, except the immediate family members of military officials, to enter defence establishments and to refrain from recruiting civil workers for development activities inside the military establishments for the time being.
The instruction came following the LTTE attack on the Anuradhapura Air base after it was revealed that at least one Black Tiger was involved in the reconstruction of the Anuradhapura base under the ‘Maga Neguma’ project, defence officials said. On condition of anonymity one defence official said, “Taking the Anuradhapura airbase incident into consideration a decision has been taken not to allow civilians into defence establishments until further notice”. Defence officials said about 164 civilian workers involved in the development activities of the base are refraining from joining work following the attack last week and the authorities are failing to trace them as their contact address were not recorded earlier. Officials said they generally recruit civilian workers for construction or other development works at military establishments due to cheap labour charges but now a special circular has been sent to military establishments in the country banning the recruitment of civilians temporarily and also permitting civilians, except the immediate family members of military officials, from entering military installations.
