India's Hindustan Times reporter PK Balachandran claimed today (Tuesday, 06 November) in an extensive article that the Sri Lankan troopers sent home from Haiti "were not accused of rape, as generally assumed here ?. the allegation was that they had used the services of sex workers, some of whom were minors".
He went on to quote Sri Lankan officials to justify the actions of their soldiers claiming: "The allegation was that a section of the troops had 'Transactional Contacts', which was but another way of saying that they had secured sexual services in return for money. "Transactional contact is barred only in the UN code. For example, it is not mentioned in the Sri Lankan, Indian or the Australian penal code," he quoted "the official, who knows international law". What PK Balachandren was attempting to sweep under the carpet was the fact that sex with minors is classed as rape in almost all civilized countries in the world. Whether the minor consented or was paid to is irrelevant in this aspect. The Sri Lankan soldiers who had sex with underage children had, in international law and the national laws of almost all civilized nations, raped their innocent victims. When adult had sex with Indian child: http://www.tribuneindia.com/2007/20071029/nation.htm#1 But for PK Balachandran, when the child is Haitian, it is not rape. Set as favorite Bookmark Comments (5)
