Thol. Thirumavalavan, general secretary of Tamil Nadu Liberation Leopards Organisation, openly accused Indian government's involvement in the assassination of journalist 'Mamanithar' Taraki Sivaram. The following is the essence of the concluding talk delivered by Thol. Thirumavalavan in the 'Eelam Tamils' Protection conference' held on behalf of the Liberation Leopards in Chennai on Tuesday the 13 th February 2006: "Talks in Geneva are to be held. What was the situation before this Geneva talks? Sri Lankan President Mahintha Rajapakse was adamant that the talks should not be conducted in Geneva but in Asia and that he would never give in.

But the Liberation Tigers said 'we will never agree to hold talks in Asia. Let it take place anywhere in Europe; we are prepared for negotiations'. It is the Liberation Tigers who won eventually.

The talks will not be held in Asia as Rajapakse had wished. If the talks are to be held in Asia let it be conducted in India. In which case the Sinhala chauvinistic regime should earn the support of India; it must me shown that India supports it.

'Is not India supporting?' you may ask.

Rajapakse wanted India to declare its open support to the Sri Lankan regime; today none can dispute India being a vital supporter of the Sri Lankan government.

The Liberation Leopards had to intervene and launch several struggles because India is supporting Sri Lanka through many avenues.

The Liberation Leopards announced that they will not allow Rajapakse, who comes after having made all preparations to wage war in Eelam, enter Tamil Nadu. The organisation decided to show black flags to him in the airport and chase him there itself.

We decided to hold a demonstration to indicate our stand. A massive conference was held on the Periyar Esplanade presided by President Veeramani of the Dravida Kalzaham, leading to up surge at several places due to the efforts of the Tamil National forces.

Because these efforts in their entirety received the attention of the Chief minister who said:' I don't want Rajapakse's visit to disrupt the peaceful atmosphere in Tamil Nadu and I will not welcome him if he comes here'. This message made Rajapakse to visit Kerala instead and return home after a feast of 'Payasam'.

Though this confrence is called 'Eelam Tamils' Protection confrence', we do not possess the strength to protect the Tamils of Eelam. That strength rests with Leader Pirabhakaran; he has that ability. Yet, as Tamils, we too have certain duties.

We are citizens living within India. If the initiatives taken by the Indian state happen to be against our Tamil Nation, we have the responsibility and the obligation to point them out.

We do have the responsibility and the obligation to warn: 'Indian Empire! Give up the anti-Tamil stand! Give up supporting the Sinhala chauvinistic state!'

There is yet another more painful matter.

It is the news that we can infer in the analysises of journalists.

Sivaram Taraki,- a superb journalist, a superb military analyst capable of commenting from the battlefield itself -, was assassinated suddenly.

News keep coming that India too is involved in the background of this assassination.

It is said that India's 'RAW' has a part in this.

We hope these news should not be true. Should they be true, our Tamil race has to suffer even more setbacks.

Therefore we appeal to the Indian state!

We have the obligation and the responsibility to entreat you to give up the attitude of targeting media people and suppressing the Tamil national up surge.

The 'Sudaroli' office has been attacked. We are shocked and pained to learn of the medias which unflinchingly support Tamil Nation, being targeted by the state of India.

Because of the responsibility and obligation placed on us Tamils, we urge the Indian empire by convening this confrence.

It was spoken about the American empire here. America is trying to assume the role of 'Dada' and sit in judgement over the countries of the world, acting like a fanatic and a rowdy.

This attitude has only made America's nose broken and its tail cut off! In spite of it being made so ugly and horrible it's arrogance has not abated.

This arrogance has gone to it's head making it to demand India to follow America's stance in the Iran context and to warn 'otherwise….' in a threatening manner.

America's unnecessary interference in the Eelam issue and other such situations is the result of the patience observed by the Indian empire. It is due to this tolerance that the American super power is emboldened to threaten India which is developing fast as the Super power among the third world countries.

We have convened this conference because of the responsibility and obligation placed on us to warn America too.

History has recorded how the Super power American tail was cut right to its base in the recapturing of Elephant Pass.

When the Sinhala forces struggled, unable to face the Liberation Tigers, the American force taught the Sinhala forces strategies right on the battle field. But the Liberation Tigers defeated those strategies and war techniques and recaptured Elephant Pass. The Sinhala forces and the American forces who taught them the techniques fled the battle field.

Today, the strategies and war techniques of the Tigers are being taught as lessons in the American military training schools. 'How is it possible for the Tigers to adopt strategies unknown to us and that too every time in a new way? Their techniques escape guessing, and where did Pirabhakaran learn these military strategies?' wonders the American super power.

There is no need for us to warn America.

As its tail had been cut in Vietnam, as its nose was broken in Cuba, and as it was disgraced in so many other tiny countries, in Tamil Eelam too, America's nose will be severed; this is certain! The Liberation Tigers possess the ability to do it!

Yet, we as Tamils, do have an obligation to perform.

American Super Power!

Keep your thuggery, rowdyism and lowliness within limits!

Give up being a vital ally for the Sinhala state!

If the Sinhala chauvinists had not considered giving Liberation even after encountering crippling damages, the reason for it is not the Sinhala chauvinist regime, my comrades!

If this to be revealed openly,

It is the super power countries like America and India which obstruct the liberation of Eelam.

The Sinhalese had been defeated long ago. Twenty years have passed since they were defeated by the Liberation Tigers and within five years of their armed resistance the Sinhala forces had lost. But the Sinhala forces put up a show as if still alive, with the assistance of the super powers!

The Liberation Tigers possess this strength to alter the situation.

The Liberation Tigers have issued a statement.

What is it?

'Should this peace talk fails to reach a consensus, we may have to prove our might to the world; we have done so many a times. There is no need for us to pay heed to peace negotiations', they have warned.

What are the countries of the world keep saying now?

They say, 'It is the Liberation Tigers who violate the armistice and it is they who bait the Sinhala military into confrontation'.

But, try to recollect the incidents in these four years and study the list of them.

Who assassinated the Pungudutivu girl student Tharsini?

What do the Sinhala forces say today? 'Tharsini was a sex-monger serving the Sinhala military. Therefore it is needless to make a big case of her killing.' Now the Sinhala government has gone to the extent of engaging in a campaign of dishonouring Tharsini.

The brutal sexual assault and the assassination of Tharsini, is this not a violation of the cease fire agreement?

Students were attacked and assassinated in Trincomalee; is this not an act of violation of the cease fire truce?

Great humanitarian and a Tamil National Alliance member of parliament 'Mamanithar' Pararajasingham was assassinated while praying in the church. Who had killed him and in what context? Are these not violations of the armistice?

A great number of Tamil youth have disappeared in Jaffna peninsula and the Vanni and some of them abducted in the last one month. More than a hundred complaints have been lodged with the Human rights commission. Who has abducted these youth? What is the background of these disappearances? Are not these violations of the cease fire agreement?

Who were those who created traitors within the forces and who are those who assist these traitors?

A boy, recently escaping from the traitors has given his statement. The information transpiring from his stament, aren't they violations of the armistice?

Who violates the cease fire agreement?

Is it the Liberation Tigers?

No!

The Indian government is well aware of all these. Indian intelligence unit the 'Raw' knows too. Even so, what was the necessity to resort to a stand against the Tamil nation? The Liberation Leopards demand an answer on behalf of the Tamils.

We are obliged to point out to the Indian government that the best strategy to adopt now is to recognise Tamil Eelam.

Let us put aside the past, put aside the blemishes in it and consider, the future of a race, the ties between the two countries; the Indian state should come forward to recognise Tamil Eelam.

Hamas, an organisation once branded as the most dangerous terrorist organisation in the world, has been now elected to power by the people of Palestine.

Those who adorn the seats of power in Palestine are those who had once been stamped as terrorists.

They have secured more than eighty seats of the 132 and earned the recognition of the people.

This is a new change in the world arena.

Is not the Liberation Tigers organisation an accepted organisation by the people?

Does not the Tamil up surge 'Pongu Thamil' prove this?

Are not the results of each election evidence enough?

The Liberation Tigers announced the boycott of the recent elections and did not the people respond in favour?

Therefore,

In today's context where that organisation is functioning as an organisation of the people,

as an organisation running a government there, we, the people of India extend an appeal that the Indian state should recognise Tamil Eelam.

Today people are kept in open air prisons under the name of refugee camps in Tamil Nadu and other states of India.

To what extent these refugees been afforded protection by the Indian state?

No basic rights, no humanitarian rights exist in these places.

One has to inform the police if one should go elsewhere.

One has to inform the police even when going to work.

One has to inform the police even on receiving payment.

One has to inform the police even to go for a film.

All the refugee camps in Tamil Nadu are like open air prisons.

What protection have these refugees?

Will there be legal action in case one of these refugees is beaten or beaten to death?

The law, which just watches with folded hands here, when a depressed cast person is beaten to death, would in the same manner, watch the death of a refugee too.

It is therefore the United Nations runs rehabilitation programmes to protect the refugees.

What does the UN say? What are its resolutions? What are its regulations?

All the countries of the world, all the democratic countries of the world, which honour humanitarian love, accept the resolutions and regulations of the UN and follow them.

India is the only country which does not honour the resolutions of the UN in the world arena.

Only the Indian state has not subjected itself to the regulations of the UN. It is not a signatory. It has not afforded its consent. It is not prepared to adhere to those regulations.

It continues to treat the refugees worse than it does the prisoners.

Though the expatriate Tamils in Canada suffer, having lost their country, their relatives, the natural beauty of their country and driven to lead a painful life somewhere in a remote corner of the world, the freedom they have in Canada and the freedom they have in London, the security of humanitarian conditions they are provided with in the European countries are not to be had in this country!

This state of affairs is painful.

Therefore we, in this conference, have moved the proposal of Rehabilitation of refugees.

The state of India should accept the guidance and the regulations of the United Nations and afford protection to all refugees living in India.

The responsibility of protecting them directly does not rest on India.

Hand over that responsibility to the UN, it will look after the refugees.

The UN has, for this very purpose, funds raised internationally.

The UN holds the responsibility and the obligation to secure residence, drinking water, medicine, human rights and safety for refugees.

The Indian state has not allowed the UN in India. Because India is not a signatory in the resolution, we have proposed the resolution in this congress.

Eelam has already blossomed! Its government is in power there!

America has assured its co-operation to the Geneva talks scheduled to take place on the 22nd and 23rd. India too says it welcomes the talks.

The Liberation Leopards call upon the international community and the democratic forces to jointly endeavour to prevent a war breaking in Eelam and to see that a permanent solution to the ethnic issue is reached.

Eelam will certainly win! Time will bear witness!" said Thirumavalavan.
