The Government do not have to seek permission from any body to do so. If Tamils come and settle in Colombo and became the majority, why Singhalees can't go to North and East and settle there. Importantly, Tamil homeland does not exsist. When Tamils fled from South India due to poority, lack of food, lack of agriable lands and cast problems, Sighalees kings let them settle in the North. That doesn't mean that, there is a Tamil homeland in Sri Lanka. They were just economic asylum seekers like Tamils who live in western countries at present.
