			<description>Most of the features of the recommendations could have been implemented long ago without any obstacles if the respective administrations wanted to, if they had some sense of responsibility and accountability. The right place for Tamil language in the administration is a case in point. How long ago was it determined and approved that the language provisions should be strictly implemented? But the situation was deteriorating slowly, but surely to what it is today. The accord was struck with the moderate Tamil leaders and there was no arm-twisting in that. But the successive administration ensured that the implementation was effectively suffocated. Translator, both Tamils and Sinhalese are almost and extinct species thanks to the administration. Sinhala and Tamil (steno) typists were done away with some bright ideas of the new breed of deaf and dumb administrators by giving fancy designations to the clerical servants - which reminds me that the so called members of the trade unions just thrive on ego rather than efficiency.

It is matter for laugh to wait till such damage control recommendations are received to do what even for a reasonably intteligent child is obvious. The so called appointment of committees and commisions are apprently designed to put action in cold storage. Workshops, seminars and conference by bigwigs are meant only to keep them occupied and waste useful resources. They also serve as covers to escape from the painful duty of attending to day to day activities of the Departments. - Kingsly</description>
